‘ ਫ਼ੀਸਾਂ ਦੇ ਵਧਣ ‘ਤੇ ਮੇਰੀ ਅਤੇ ਗੋਧੂ ਦੀ ਵਾਰਤਾਲਾਪ ’

            

 ਜਦੋਂ ਮੈਂ ਅੱਜ ਫ਼ੇਰ ਸੁਣਿਆ ਕਿ ਸਾਡੀ ਯੂਨੀਵਰਸਿਟੀ ’ਚ ਫ਼ੀਸ ਵਧ ਗਈ ਹੈ| ਸੁਣਨ ’ਚ ਆਇਆ ਸੀ ਕਿ 500 ਤੋਂ 1500 ਤੱਕ ਫ਼ੀਸਾਂ ਵਧੀਆਂ ਹਨ| ਮੁੰਡਿਆ ਨੇ ਫ਼ਿਰ ਤੋਂ ਫ਼ੀਸਾਂ ਦੇ ਵਾਧੇ ਦੇ ਖ਼ਿਲਾਫ ਰੌਲਾ ਪਾਉਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ| ਫ਼ਿਰ ਮੈਨੂੰ ਮੇਰੇ ਪਿੰਡ ਵਾਲੇ ਮੱਘਰ ਦਾ ਮੁੰਡਾ ਗੋਧੂ ਮਿਲ ਗਿਆ, ਮੈਂ ਉਸਨੂੰ ਪੁੱਛਿਆ, “ਆਹਾ ਜਵਾਕ ਤਾਂ ਕਹਿੰਦੇ ਨੇ ਸਿਰਫ਼ 500 ਰੁਪਏ ਹੀ ਵਧੇ ਨੇ, ਇੰਨਾ ਰੌਲਾ ਪਾਉਣ ਦੀ ਕੀ ਲੋੜ ਹੈ? ਕਈਆਂ ਨੂੰ ਲਗਦਾ ਹੈ ਇਹਨਾਂ ਜਥੇਬੰਦੀਆਂ ਵਾਲੀਆਂ ਨੂੰ ਸਿਰਫ਼ ਗਾਹ ਹੀ ਪਾਉਣਾ ਆਉਂਦਾ ਹੈ| ਕਈ ਤਾਂ ਕਹਿੰਦੇ ਕਿ ਇੰਨੀ ਕੁ ਤਾਂ ਮਹਿੰਗਾਈ ਵੀ ਵੱਧ ਗਈ ਹੈ|” ਗੋਧੂ ਮੈਨੂੰ ਕਹਿੰਦਾ, “ਆਹਾ ਤੇਰੇ ‘ਕਈ’ ਉਹੀ ਨੇ ਜੋ ਵੱਡੀਆਂ-ਵੱਡੀਆਂ ਗੱਡੀਆਂ ’ਚ ਘੁੰਮਦੇ ਫਿਰਦੇ ਨੇ ਤੇ ਇੰਨਾ ਦੇ ਬਾਪੂਆਂ ਦੇ ਜਾਂ ਤਾਂ ਦੋ ਨੰਬਰ ਦੇ ਧੰਦੇ ਨੇ, ਜਾਂ ਤਕੜੇ ਸਰਕਾਰੀ ਅਫ਼ਸਰ ਨੇ, ਜਾਂ ਮਹਿੰਗੇ ਭਾਅ ਦੀਆ ਜਗੀਰਾਂ ਨੇ| ਤੇ ਜਿੰਨਾ ਨੂੰ ਤੁਸੀਂ ਰੌਲਾ ਪਾਉਣ ਵਾਲੇ ਕਹਿੰਦੇ ਹੋ ਨਾ ਆਹੀ ਥੋੜਾ ਬਹੁਤਾ ਸਾਡੇ ਵਰਗੇ ਗ਼ਰੀਬਾਂ ਦੀ ਸੋਚਦੇ ਨੇ|” ਇਹ ਸੁਣ ਕੇ ਮੈਂ ਇੱਕ ਵਾਰ ਤਾਂ ਸੋਚੀਂ ਪੈ ਗਿਆ| ਫ਼ਿਰ ਗੋਧੂ ਕਹਿੰਦਾ, “ਮੇਰੇ ਬਾਪੂ ਦੀ ਦਿਹਾੜੀ ਤਾਂ ਹਾਲੇ ਤੱਕ ਵਧੀ ਨਹੀਂ|” ਮੱਘਰ ਆਵਦੇ ਜ਼ਮਾਨੇ ਦੀਆਂ 5-6 ਜਮਾਤਾਂ ਹੀ ਪੜ੍ਹਿਆ ਹੋਇਆ ਸੀ, ਇਸ ਕਰਕੇ ਉਸ ਨੇ ਕਰਜ਼ੇ ਕਾਰਨ ਜ਼ਮੀਨ ਵਿਕਣ ਤੋਂ ਬਾਅਦ ਦਿਹਾੜੀ ਕਰਨੀ ਹੀ ਠੀਕ ਸਮਝੀ ਸੀ| ਵੈਸੇ ਮੱਘਰ ਇੱਕ ਗੱਲੋਂ ਦਲੇਰ ਸੀ ਕਿ ਉਸਨੇ ਬਾਕੀ ਕਿਸਾਨਾਂ ਵਾਂਗੂੰ ਕਰਜ਼ੇ ਤੋਂ ਅੱਕ ਕੇ ਫਾਹਾ ਨਹੀਂ ਲਿਆ ਸੀ| ਗੋਧੂ ਇੱਕ ਛੋਟੀ ਕਿਸਾਨੀ ਚੋਂ ਆਪਣੀ ਪੀਹੜੀ ਚੋਂ ਇਕੱਲਾ ਹੀ ਸੀ ਜੋ ਯੂਨੀਵਰਸਿਟੀ ਤੱਕ ਪੜ੍ਹਨ ਆਇਆ ਸੀ| ਉਹ ਤਿੰਨ ਭੈਣਾਂ ਦਾ ਇਕੱਲਾ ਭਾਈ ਸੀ| ਪਰ ਸਮਝ ਪੱਖੋਂ ਮੈਨੂੰ ਉਹ ਕਾਫ਼ੀ ਸਮਝਦਾਰ ਲੱਗਿਆ|

          ਗੋਧੂ ਕਹਿੰਦਾ ਕਿ ਆਹਾ ਮਹਿੰਗਾਈ ਵਾਲੀ ਗੱਲ ਤਾਂ ਮੇਰਾ ਬਾਪੂ ਵੀ ਕਹਿੰਦਾ ਹੈ| ਉਹ ਕਹਿੰਦਾ “ਜਦ ਇੱਕ ਪਾਸੇ ਆਹਾ ਮਹਿੰਗਾਈ ਵੱਧ ਰਹੀ ਹੈ ਤਾਂ ਉੱਤੋਂ ਦੀ ਯੂਨੀਵਰਸਿਟੀ ਵਾਲੇ ਫ਼ੀਸਾਂ ਕਿਉਂ ਵਧਾਈ ਜਾਂਦੇ ਨੇ? ਨਾਲੇ ਤੂੰ ਕਹਿੰਦਾ ਸੀ ਕਿ ਸਰਕਾਰ ਨੇ ਕੋਈ ਸਿੱਖਿਆ ਕਾਨੂੰਨ (RIGHT TO EDUCATION) ਲਿਆਂਦਾ ਹੈ ਜਿਸ ’ਚ ਹੁਣ ਹਰ ਕਿਸੇ ਨੂੰ ਮੁਫ਼ਤ ’ਚ ਪੜ੍ਹਨ ਦਾ ਮੌਕਾ ਮਿਲੁਗਾ|” ਗੋਧੂ ਕਹਿੰਦਾ ਕਿ “ਆਹਾ ਹੀ ਕਾਨੂੰਨ ਮੈਂ ਆਪਣੇ ਬਾਪੂ ਨੂੰ ਦੱਸ ਕੇ ਯੂਨੀਵਰਸਿਟੀ ਪੜ੍ਹਨ ਲੱਗਿਆ ਸੀ ਪਰ ਉਦੋਂ ਮੈਨੂੰ ਕਿ ਪਤਾ ਸੀ ਕਿ ਇਹ ਤਾਂ ਨਿਰਾ ਹੀ ਪੜ੍ਹਾਈ ਖੋਹਣ ਦਾ ਕਾਨੂੰਨ ਹੈ ਨਾਂ ਕਿ ਪੜ੍ਹਾਈ ਦੇਣ ਦਾ|” ਪਰ ਆਹਾ ਸਿਆਪੇ ਦਾ ਤਾਂ ਇੱਥੇ ਆਉਣ ਤੋਂ ਬਾਅਦ ਹੀ ਪਤਾ ਲੱਗਾ ਵੀ ਇੱਥੇ ਨਿੱਤ ਫੀਸਾਂ ’ਚ ਹੁੰਦਾ ਵਾਧਾ ਇਸੇ ਕਾਨੂੰਨ ਦੀ ਦੇਣ ਹੈ|

          ਫ਼ਿਰ ਮੈਂ ਕਿਹਾ “ਆਹਾ ਛੱਡ ਹੁਣ ਤਾਂ ਮੋਦੀ ਆ ਗਿਆ ਹੁਣ ਦੇਖੀ ਪਾਕਿਸਤਾਨ ਦੀਆਂ ਚਾਂਗਾਂ ਨਿਕਲਦੀਆਂ|” ਗੋਧੂ ਮੈਨੂੰ ਕਹਿੰਦਾ ਕਿ ਆਹਾ ਪਾਕਿਸਤਾਨ ਦੀਆਂ ਚਾਂਗਾਂ ਕਢਾਉਣ ਦੇ ਚੱਕਰ ’ਚ ਹੀ ਤਾਂ ਸਰਕਾਰ ਸਿੱਖਿਆ ਖ਼ੇਤਰ ਦੇ ਫ਼ੰਡ ਲਗਾਤਾਰ ਘਟਾਈ ਜਾ ਰਹੀ ਹੈ ਤੇ ਲੋਕਾਂ ਨੂੰ ਦਿਖਾਉਣ ਲਈ ਦੇਸ਼ ਦੀ ਰੱਖਿਆ ‘ਤੇ ਖ਼ਰਚ ਲਗਾਤਾਰ ਵਧਾਈ ਜਾ ਰਹੀ ਹੈ| ਤੇ ਆਹਾ ਚਾਂਗਾਂ-ਚੁੰਗਾਂ ਪਾਕਿਸਤਾਨ ਦੀਆਂ ਨੀ ਬਲਕਿ ਸਾਡੇ ਲੋਕਾਂ ਦੀਆਂ ਹੀ ਨਿਕਲਣੀਆਂ ਨੇ| ਇਹ ਸਿਰਫ਼ ਲੋਕਾਂ ਨੂੰ ਬੋਲਾ ਬਣਾਉਣ ਲਈ ਢੋਂਗ ਹੀ ਨੇ ਤੇ ਆਹਾ ਫੌਜ ਤੇ ਪੁਲਸ ਵੀ ਕਿਸੇ ਬਾਹਰੀ ਹਮਲੇ ਤੋਂ ਰੱਖਿਆ ਲਈ ਨਹੀਂ ਬਲਕਿ ਸਾਡੇ ਆਪਣੇ ਹੀ ਹੱਕ ਮੰਗਦੇ ਲੋਕਾਂ ਦੀਆਂ ਪਿੱਠਾਂ ਕੁੱਟਣ ਨੂੰ ਭਰਤੀ ਕੀਤੀਆਂ ਨੇ| ਜੇ ਫੀਸਾਂ ਏਦਾਂ ਹੀ ਵੱਧਦੀਆਂ ਰਹੀਆਂ ਤਾਂ ਫੇਰ ਤਾਂ ਆ ਲਏ ਸਾਡੇ ਵਰਗੇ ਯੂਨੀਵਰਸਿਟੀਆਂ ’ਚ| ਫ਼ਿਰ ਉਹ ਕਹਿੰਦਾ “ਜਦ ਸਾਡੇ ਵਰਗੇ ਛੋਟੇ ਜੱਟਾਂ ਦਾ ਇਹ ਹਾਲ ਆ ਤਾਂ ਫੇਰ ਆਪਣੇ ਪਿੰਡ ਵਾਲੀਆਂ ਬਾਕੀ ਜਾਤਾਂ ਦਾ ਕੀ ਬਣੂ?” ਮੈਂ ਕਿਹਾ ਕਿ ਪਛੜੀਆਂ ਸ਼੍ਰੇਣਿਆਂ ਨੂੰ ਤਾਂ ਪੜ੍ਹਾਈ ਮੁਫ਼ਤ ਆ, ਉਹਨਾਂ ਨੂੰ ਕੌਣ ਰੋਕ ਸਕਦੇ ਪੜ੍ਹਨ ਤੋਂ? ਤਾਂ ਉਹ ਮੈਨੂੰ ਕਹਿੰਦਾ ਕਿ “ਐਂਵੇ ਵਹਿਮ ’ਚ ਨਾ ਰਹਿ ਜਾਈ| ਉਹਨਾਂ ਦੇ ਘਰ ਤਾਂ ਰੋਟੀ ਨੀ ਪਕਦੀ, ਇੰਨੀ ਮਹਿੰਗੀ ਪੜ੍ਹਾਈ ਕਿੱਥੋਂ ਪੜ੍ਹਾ ਲੈਣਗੇ? ਅੱਜ ਕੱਲ ਤਾਂ ਬੱਸ ਰੱਬ ਆਸਰੇ ਹੀ ਆ ਇੰਨਾ ਦੀ ਪੜ੍ਹਾਈ|” “ਕਹਿਣ ਨੂੰ ਤਾਂ ਉਹਨਾਂ ਦੀ ਪੜ੍ਹਾਈ ਮੁਫਤ ਆ, ਪਰ ਜੇ ਉਹ ਪੜ੍ਹਨ ਲੱਗ ਵੀ ਜਾਣ ਤਾਂ ਉਹਨਾ ਦੇ ਇੰਨੇ ਵੱਡੇ ਸ਼ਹਿਰਾਂ ’ਚ ਖਾਣ ਪੀਣ ਦਾ ਖ਼ਰਚਾ ਕੌਣ ਚੱਕੂ?” ਮੈਂ ਕਿਹਾ ਕਿ ਇਹ ਲੋਕ ਆਪ ਹੀ ਆਪਣੇ ਬੱਚਿਆਂ ਨੂੰ ਨਹੀਂ ਪੜ੍ਹਾਉਂਦੇ ਤੇ ਉਹਨਾਂ ਨੂੰ ਛੋਟੇ ਹੁੰਦਿਆਂ ਨੂੰ ਹੀ ਕੰਮ ‘ਤੇ ਲਾ ਦਿੰਦੇ ਨੇ| ਇਸ ਤੇ ਉਹ ਗੁੱਸੇ ’ਚ ਬੋਲਿਆ “ਬਾਈ ਜੀ ਜੇ ਇਹ ਆਪਣੇ ਜਵਾਖਾਂ ਨੂੰ ਕੰਮ ਤੇ ਨਾ ਲਾਉਣ ਤਾਂ ਇਹਨਾਂ ਦੇ ਘਰਾਂ ਦਾ ਕੀ ਬਣੂ? ਸੀਰੀਆਂ ਨੂੰ ਕੇਹੜਾ ਜੱਟ ਕੋਈ ਜਿਆਦਾ ਪੈਸੇ ਦਿੰਦੇ ਨੇ, ਤੇ ਗੋਹਾ ਕੂੜਾ ਤਾਂ ਦੁੱਧ ਦੇ ਸਿਰ ਤੇ ਹੀ ਚੱਲੀ ਜਾਂਦਾ ਹੈ| ਇਹ ਆਵਦੇ ਜਵਾਕਾਂ ਨੂੰ ਪੜ੍ਹਾਉਣ ਤਾਂ ਫੇਰ ਜੇ ਇਹਨਾਂ ਦੀਆਂ ਆਪ ਕੋਈ ਚੰਗੀਆਂ ਤਨਖਾਹਾਂ ਹੋਣ|” ਉਹ ਕਹਿੰਦਾ “ਨਲੇ ਬੱਚਿਆਂ ਨੂੰ ਪੜ੍ਹਾਉਣ ਦਾ ਜੀ ਕਿਸਦਾ ਨੀ ਕਰਦਾ ਬਾਈ ਇਹ ਤਾਂ ਸਭ ਮਜਬੂਰੀਆਂ ਹੀ ਬੰਦੇ ਨੂੰ ਮਾਰ ਲੈਂਦੀਆਂ ਨੇ ਤੇ ਉੱਤੋਂ ਆਹਾ ਸਰਕਾਰਾਂ ਦੀਆਂ ਭੈੜੀਆਂ ਨੀਤੀਆਂ| ਇਹ ਨੀਤੀਆਂ ਤਾਂ ਜ਼ਖਮ ਤੇ ਲੂਣ ਦਾ ਕੰਮ ਕਰਦਿਆਂ ਨੇ|”

         ਉਸਦੀਆਂ ਅਜਿਹੀਆਂ ਗੱਲਾਂ ਸੁਣ ਕੇ ਮੈਂ ਚੁੱਪ ਜਿਹਾ ਰਹਿ ਗਿਆ ਤੇ ਸੋਚਣ ਲੱਗਿਆ ਕਿ ਮੇਰੇ ਸੋਚਣ ਦਾ ਨਜ਼ਰਿਆ ਹਾਲੇ ਵੀ ਉਸੇ ਤਰ੍ਹਾਂ ਹੀ ਹੈ ਜਿੱਦਾਂ ਦੇ ਘੇਰੇ ’ਚ ਮੈਂ ਰਹਿਨਾ ਹਾਂ| ਅਸੀਂ ਕੁਝ ਵੀ ਬੋਲਣ ਲੱਗੇ ਆਪਣੇ ਤੋਂ ਬਾਹਰ ਦੇ ਗਰੀਬ ਤਬਕੇ ਦੀਆਂ ਗੱਲਾਂ ਨੂੰ ਕਦੇ ਧਿਆਨ ’ਚ ਹੀ ਨਹੀਂ ਰੱਖਦੇ ਫ਼ਿਰ ਚਾਹੇ ਉਹ ਫੀਸਾਂ ਦਾ ਵੱਧਣਾ ਹੋਵੇ, ਚਾਹੇ ਮੋਦੀ ਦਾ ਆਉਣਾ ਹੋਵੇ|

DISCUSSION on “PRIVATIZATION & COMMERCIALIZATION OF EDUCATION”

WHY IS GOVERNMENT INTRODUCING MORE AND MORE SELF-FINANCE COURSES? WHY OUR EDUCATION IS BEING PRIVATISED? IS EDUCATION A COMMODITY? 

 Friends, as we all know that fees of UIET (72000) is five times that of the UICET (15000) department. Difference in the fees is because UIET is partially self-financed. Self-financed courses are those courses which draw all their financial resources (including cost of infrastructure & salaries of faculty) from the student’s pocket.  Introduction of self-financed courses is one of the methods of forcing privatization into education. These courses are being encouraged all over India.

Friends, we have to see this privatization drive in a larger perspective. If we look at the socio-economic conditions of our country oppressed sections like dalits, tribals, minorities(religious, cultural & linguistic) and women etc. which constitute the majority of population are living under inhuman conditions, 84 crore people are surviving on less than 20 rupees a day and India has a dropout rate of 88% i.e. only 12% students avail higher education.  In such pathetic conditions, our government is encouraging self-finance courses and privatizing our education. So, why is government taking such harsh steps? And for whom?

Each strata of the society including middleclass and financial oppressed sections give service taxes (indirect tax) to the central government which make 80% of revenue from taxes. Friends, Most of us will agree that education is necessary for the liberation of masses, so it’s our basic right not a commodity. So, why is government reducing expenditure for education sector? As government recently slashed Rs.12000 crore from education sector. Which has directly affected us in the form of fee hikes.

On the other hand, the major section of students who are pursuing their study in UIET have education loans which they have to pay back. Despite of getting education under huge financial burden, we have no guarantee of placement in core companies and good salary, our labs lack sufficient equipment and the equipments which are available are not up to the standard quality mark.

              In spite of such situation, university is again hiking fees. Last year, university hiked fees by 20% but the hike was rolled back after students struggled against it, but our shameless authorities hiked our fees by 5% last year and promised not to hike fees for next 3 years. Then why authorities again backtracked?

Despite of all this why government is hiking fees and opening more self-financed courses? Why? For whom? Why is government shutting the doors for the poor and the oppressed? Is education meant for only a privileged ones? 

Now question arises is education a commodity or right of every citizen?
